Please note that Detroit is now refining more heavy Canadian oil thru Enbridge pipelines. Since D-HOUP was completed Detroit gas prices have gone down. Keystone XL will replace expensive Venezuelan heavy crude, refined into gasoline to be sold to US thru Colonial gasoline pipeline.
